Although USD'S roster is not out yet, they expect a couple of Californians to transfer in as upperclassmen.
One was a starting DB last season at Eastern Kentucky. The other plays on the offensive line and was on the '22 roster at Missouri State (he previously played in JC).
I perceive that the Toreros enjoyed a net gain in transfer talent this year.

Butler has the following Ivy League grad transfers listed on its roster:
--Jack Bill, WR. At Harvard last season, he was one of the Ivy's better kick returners in '22. --Harrison "Harry" Ochs, DB. Last played in 2019 at Brown (38 tackles). Indianapolis native. --William Enneking, TE. Cornell transfer, 5 catches, 40 yds, 2 TDs. --Jack Biestek, WR. Mostly a special teams player at Yale.

Also, Butler added the Slot Back duo of Ryan Lezon (Ball State) and Grant Edwards (Eastern Illinois) Lezon had 5 catches for 33 yards last season.

I don’t know. Vance Jefferson is a tough loss. But time will tell. Where did Jefferson end up? Is it possible that Jefferson is coming back at USD? Aside from Valpo, MSU may have had the most transfers. Lost some, gained some.

I thought Jefferson was at Utah State. But I don’t see him on the 2023 roster. I hope you are right that, with the coaching change, he decided to come back.

I see social media posts indicating that Johnny Foley (5th yr) will be at Valparaiso. At Lehigh, he was a spot starter - WR - and a special teams player. I think there was another Foley at Valpo several years ago, but he was from a different part of the country...maybe no relation.
Also, fans on the Beacons board have noted a few transfers involving accomplished D-III players.

Roster is out. Valpo was able to bring in 4-5 FBS guys , a handful of all-conference D3 guys, a PFL starting OL.
Had some role players leaving but this is top to bottom Fox’s most talented team. The defense returns 5 of front 6 (really 6 all conf Annis is back from injury), and have a lot of football played on the back end
Now offense on the other hand….

Hines was first team All-Conference last year after being a 4 year scout guy at Washington.
If you make a Power 5 roster for 4-5 years. It bodes well for your PFL Grad year.

USD's roster has now been posted. No Jefferson. Also, it doesn't appear that they landed all their transfer commitments.

No freshmen listed either. There has to be an updated roster coming at some point. I did notice that they have some key defensive guys back for a 5th year though.
